The most vulnerable states that will be affected by this bill would typically energy producing states and states manufacturing products with carbon based inputs.  That has been ameliorated by Waxman giving exemptions to those states which pushes the burden off onto all the other states as the deficit will rise because there will not be enough revenue coming in from auctions to offset declines in tax revenues caused by the decline in economic competitiveness.

The Democrat Blue Dog Coalition is pushing back on this legislation and Health Care Reform  because of the fiscal impacts to the long term financial viability of the United States so they are a place to start.  They are focused on the fiscal impacts of such massive mandates and of course many of them are from conservative states that will be angered by such a massive tax.  Here is  suggested text to start your fax to them:

I am urging you to vote against the massive tax increase imposed on working Americans under

HR 2454 -American Clean Energy And Security Act of 2009

The act will dramatically increase the cost of every day necessities for all Americans.  additionally, now that auction revenue is exempted to the major carbon producers (temporarily) . the deficits from the bill will break the back of the U.S. financial system, unless those exemptions are reversed, making the disastrous loss of jobs certain.

Reject this stealth tax. Refuse to impose a massive tax on working American families, without the full, normal legislative process being allowed to occur, which has not occurred here.
